China has stopped accepting applications for new mines to produce rare earth minerals until June 30, 2011, the country’s land ministry announced on Monday.
The policy is aimed at protecting resources and will help producers in price talks.
China plans to cap 2010 output of tungsten metal at 80,000 tons, antimony at 100,000 tons and rare earth at 89,200 tons, the land ministry said in a statement. It has also set targets for provinces and companies.
“The policy is aimed at protecting and effectively utilize China’s advantageous mineral resources,” the ministry said.

Galahad Metals Makes Copper-Rare Earth-Gold Discovery At Kellyn
Canadian precious metals miner Galahad Metals has announced the discovery of a very metal-enriched soil anomaly covering a roughly circular area of at least 75,000m2 on its Kellyn Project as a result of interpretation of summer 2009 field results. The claims are located in Northwestern Ontario, 60km west of Marathon, just off the TransCanada highway and the site of the Hemlo Gold Mines.
The soils are best represented by copper and REEs (rare earths), but there is also a close association of elevated gold with copper. The average copper content in the soils is 430ppm, above average for copper in B-horizon soils. Prospecting did not give any further clues to the source type as there are no outcrops in or around this large soil anomaly. Historical underground mining has taken place on the silver-lead veins in the Adit area.

China To Cut Rare Earth Production
China is to reduce production quotas of rare earths and will stop issuing exploring licences for rare earths, tungsten and antimony until 30 June 2010, the Ministry of Land and Resources said in an document issued yesterday.
In an effort to boost proces, the quota for rare earth production has been reduced by 6 percent. However quotas for tungsten were increased 2.6 percent and antimony by 23 percent.
Many miners recently stopped operations when prices dropped sharply as a result of the global financial crisis.
China has over half of the world’s deposits of rare earths, tungsten and antimony and over 80 percent of production. Late-former leader Deng Xiaoping once said: "The Middle East has oil, China has rare earths".
Last week, China Non-Ferrous Metal Mining became the majority shareholder in Austrlian rare earths miner Lynus Corp (LYC). While, in March, East China Exploration bought a 25 percent stake in Austrlia's other big rare earths prodcuer, Arafura Resources (ARU).

Gangzhou In 10,000MT Tungsten Purchase
Ganzhou, in eastern China's Jiangxi Province and the world's largest tungsten making region, is building up its own tungsten and rare earth reserves to support domestic metals firms, the Xinhua news agency said.
The city has raised a special fund totalling about 1.8 billion yuan ($263 million) to purchase 10,000 tonnes of tungsten concentrates and products, and 10,000 tonnes of rare earth raw ores and products, the official news agency said on Sunday, citing a local industry official.
All the 88 rare earth mines and 90 percent of raw earth processors in Ganzhou had halted production as prices had been slumping since last October, Lai Zhaotian, secretary general of the city's rare earth industry association, was quoted as saying.
To help metal firms in a dire situation after commodities prices collapsed, China's State Reserves Bureau has been buying various metals, including copper, aluminium, zinc and nickel.
The move from the central government was echoed by local authorities including Hunan, Yunnan and Guangxi, which have kicked off similar plans to purchase base metals and minor metals to encourage local major enterprises.

Lynas To Supply Rare Earth Products To Japan
Australian rare metal producer, Lynas Corporation is to supply rare earth products to the Japanese market in a three to five year contract which involves development of the Mt Weld mine in Western Australia.
Lynas already started construction on a concentration plant in Australia and a plant in Malaysia to process and refine concentrate from Australia.
Mr Nicholas Curtis, executive chairman of Lynas Corporation said the firm would start commercial production in July to September 2009 and sales to Japanese customers would represent more than half total sales.

Japanese Company Signs South Australia Exploration Deal
The Japan Oil, Gas and Metals National Corp. said on Friday that the independent administrative agency has signed a contract with Minotaur Exploration Ltd. of Australia to jointly explore mines in South Australia.
The Japanese agency will provide A$2 million over three years for the exploration of rare earth and copper mines in the Mabel Creek region and acquire a 51 percent stake in the exploration project.
It said it expects to discover large rare earth and copper deposits because the region is close to mines producing these resources.
